Funds and creates Requests following Labor Market parameters

Using the parameters defined in a Labor Market, a Service Requester demonstrates demand by funding a Service Request with Provider and Maintainer pTOKENs.

By launching a request with these tokens, the Requester ensures that Service Providers and Service Maintainers are incentivized to act.

This function may be delegatable to a Badge network in the case of a private Labor Market as established by the Market Manager.

This function does not require delegation in a public Labor Market as anyone may Request Service by backing a Labor Market's parameters with funds.
